League Rules (Revised 07/26/09) 1. The name of the league is Central Arkansas Pee Wee Football Association. The members are Clinton, Greenbrier, Heber Springs, Quitman, Rose Bud, Vilonia, Bald Knob and Morrilton. EASTERN DIVISION: Greenbrier Blue, Vilonia Red, Heber Springs, Bald Knob, & Rose Bud WESTERN DIVISION: Greenbrier White, Vilonia White, Clinton, Morrilton, & Quitman 2. The Board of Directors shall consist of one representative from each city. (One vote one city). 3. The Arkansas High School Rules will govern all rules, other than the following amendments. 4. A player shall be ineligible to play if he turns 13 years old prior to Oct. 1st of that year. However, he may turn 13 years old during the season. 5. Each city will try to have an equal number of teams in each age group. (4th, 5th and 6th grades). Whenever a city has 32 players in an age group, that city shall split into 2 teams. 6. The school district for each city shall be the area they draw from for players. Players that live in cities that do not have a football program will be allowed to go to the city of their choice. No player that has access to a football program shall be allowed to play outside his school district. 7. The Super Bowl host is rotated on a yearly basis as follows:
8. The Super Bowl host city shall provide the regular season league champion trophies and Super Bowl champion trophies for each grade (4th, 5th, and 6th grades). The price for admission to regular season and Super Bowl games will be no more than $3 for adults and kids free. 9. Each city shall make every effort to have one High School Referee certified by the Arkansas Activities Association at each game and a minimum of at least 3 referees to work the game. |

10. The Super Bowl will pit the Eastern Division Champions against the Western Division Champions. (Example 1 vs 1, 2 vs 2 etc.) Ties in the Divisional Standing will be determined by the following criteria: 1. Head to Head, 2. Non Divisional Record, 3. Coin Flip 11. The maximum weight of any player in the backfield is
• Players that will be in the backfield must be recognized by both teams before the game. • All questionable players need to be weighted BEFORE the game. ( List of Backs with #) • A 15 yard penalty for personal misconduct against the coach for using a player not recognized. • Players are to be weighed in with T-shirt, Pants with pads, and shoes. (No helmet, shoulder pads, or jersey) 12. During all games (4th, 5th, and 6th), 2 coaches will be allowed on the field. The coaches shall retreat a minimum of 10 yards from the line of scrimmage or 1 yard deeper than the deepest player. On field coaches are not allowed to talk to the player after they have broken the huddle. Penalty: Delay of Game, 5-yard penalty. 13. The game will consist of 4-8 minute quarters for the 4th Grade, 9 minute quarters for the 5th Grade, and 10 minute quarters for the 6th Grade. • The TIME will be run according to the High School Rules. Each city is to make every effort to have a time clock available for the coaches and fans to be able to see. • Teams will have 35 seconds to run a play after the ball is “Set for Play” The clock will run after the ball is “Set for Play” (Change of possession, live ball penalty, ) 14. Each team will be given 3 time outs per half. Not to be carried over. You must use them or lose them. 15. Whenever a team chooses to punt, it shall declare that it is punting. A team may move the ball 30 yards, unless the ball is in the inside the opponents 30-yard line, then the ball shall be moved ½ the distance to the goal. Punting the ball is prohibited. 16. After a team scores a touchdown it will be allowed to go for 1 or 2 points. To go for 2 points the ball will be placed on the 5-yard line. To go for 1 point the ball will be placed on the 3-yard line. Kicking the PAT is prohibited. 17. All tie games will be decided by the High school playoff rules. Each team shall be given the ball on the 10-yard line with 4 chances to score. 18. The official size of the ball for the 5th & 6th Grade shall be equivalent to a Wilson TDJ and 4th Grade official ball size shall be equivalent to a 2000K 19. The Mercy Rule starts in the 3rd quarter after a team as a lead of 25 points. 20. Teams must wait until August 1 to practice in pads. |
